Information on Student Transfers

There are three circumstances in which a student may transfer to another school.

Safety Transfers

Safety transfers are processed on a rolling basis throughout the year. Follow these steps:

  1. Parent makes an official request by completing the Safety Transfer Form (http://rochesterdev.smartchoiceschools.com/forms/begin/6). Completed forms along with any relevant documentation should be delivered to the Office of Student Equity and Placement or their current school.
  2. The Office of Student Equity and Placement will then request a statement from the current building Principal.
  3. A packet is presented at the Safety Committee meeting. The packet includes your child’s grades, attendance record, discipline actions, the Voluntary Transfer Form, and any documents provided. The Safety Committee team consists of the School Chief and representatives from Student Placement, Attendance, Special Education (if applicable), Safety and Security, and School Registrar (secondary students only).
  4. The Office of Student Equity and Placement will notify the family and the school of the Safety Committee’s recommendation.

Voluntary/Program Transfers

Program transfers are processed based on available space and must be submitted by July 1. Follow these steps:

  1. Parent makes an official request by completing the Voluntary Transfer Form (http://rochesterdev.smartchoiceschools.com/forms/begin/4). Completed forms along with any relevant documentation should be delivered to the Office of Student Equity and Placement or their current school.
  2. A School Selection Specialist or Placement Administrator works with a lottery algorithm to equitably assign seats. Available seats at each school by grade level are identified, and each student is electronically assigned a random number.*
  3. An Acceptance/Denial letter is mailed to the parent by July 10.

* Note that students must be “in good standing” in order to qualify for a transfer. This means the student must have passing grades and attendance at or above the district average.

Critical Need Transfers (medical, sibling, right zoning, hardship)

Critical Need Transfers are processed on a rolling basis throughout the year. Follow these steps:

  1. Parent makes an official request by completing the Voluntary Transfer Form (link). Completed forms along with any relevant documentation should be delivered to the Office of Student Equity and Placement or their current school. Documentation may include a doctor’s note for medical, registration for sibling with same guardian for sibling, proof of current address for right-zoning, and narrative for hardship.
  2. The request is reviewed by the School Selection Specialist or Placement Administrator. If the request is based on medical reasons, a nurse will review the documentation for placement.
  3. Student Placement staff will accept/decline request within 48 hours.
